Dholera SIR is not a place with a boundary wall. It is twenty two named villages whose land was declared, on 22 May 2009, to be the region. Together they are 879.3377 sq km and 14,574 survey numbers.

In plain words

A revenue village is the unit the Gujarat land records are actually kept in. Every plot of land belongs to one, and its papers name it. So if you are looking at land in Dholera, the village name on the papers is the first thing worth checking against this list.

The 2009 order names twenty two of them. If a village is not on this list, its land is not in the Dholera Special Investment Region, whatever a brochure says.

A taluka is the administrative block a village sits in, the level between village and district. Note that no village here was in a Dholera taluka, because no such taluka exists.

Survey numbers and area are copied from the 2009 order exactly as printed. The share column is this site dividing each village area by the printed total of 879.3377 sq km, so it is our arithmetic and not a government figure.

The last column shows only schemes whose sheet actually names the village. Four schemes carry no village list at all, so an empty cell means the paperwork is silent, not that the village is outside every scheme.

We checked the government's own totals

A table is only as good as its arithmetic, so every column in the 2009 order was added up and compared with the total the gazette prints at the bottom. The survey number column matches exactly. The area column is out by 0.0002 sq km.

That tiny difference is in the printed gazette itself, not in our reading of it. Every cell was checked again at high resolution. Both numbers are reproduced as printed and neither has been quietly corrected.

Three different lists people keep mixing up

Three separate lists of Dholera villages are in circulation, and treating them as one is how people end up believing a plot is somewhere it is not.

The region itself is twenty two villages. The Activation Area, the first phase being built out, touches four of them and only parts of those four. And Dholera taluka, which appears in a great many property listings and addresses, has never been established at all.

These are PART villages: only part of each village's land lies inside the scheme. Being on this list does not mean the whole village is inside the Activation Area. A "KHUN" label appears on the TP 2A sheet but it is a neighbouring-village map label, not a part village - the title block count is (04) and the map title ends at BHIMTALAV.

Activation Area, quoted: the Activation Area (22.54 sq. km of first phase development) has been developed under the framework of approved town planning schemes - 2A and 4A. Value 22.54 sq. km, as at 7 July 2026. OFFICIAL The 2009 notification fixes the SIR at 879.3377 sq km. DSIRDA/NICDC current publicity says "about 920 sq. kms". Both are reproduced here as published; this dataset does not reconcile them. The village COUNT is 22 in both.

A handful of villages hold most of the land

The five largest villages hold a large share of the whole region between them, so most talk about Dholera is really talk about a few village names.

The last column is the village area divided by how many survey numbers it contains. It tells you roughly how coarsely that village is cut up. It tells you nothing about any particular plot, because a survey number is a record entry and not a fixed size, as explained on the survey numbers page.
